Concept behind Alien Swarm - devs?

I just checked back at the game for the first time since the release and figured that there is still no new content.

This is very strange since as I recall it the intention of the developers was to make the core game free and release episodes/campaigns you would pay for.

So what happened along the way?
I'd gladly pay for new content but seeing the game dying off and facing the same curse as AS 2K4 is sad.

Can anyone bring some clarification about this?

You just recall this wrong.
They said from the beginning that it is a free game which can be extended by the modding community.

I know lots of people can't understand why, but it's a non (direct) commercial product.
