if you create custom stuff for map do you need to create a custom utx file

No, you can save the stuff to the "myLevel" package. The myLevel is saved IN the .ut2 file, your map. But you can save stuff outside too. For example, a campaign could use many time the same static meshs/textures/sounds in different maps, so you can put them on external packages, and, like this, each member of the team can use them in their map.
