there is, to play devil's advocate, a distinct bit of evidence that people don't believe the admins are capable of handling inappropriate sigs and Avatars.

we don't allow sig images because usually, people's sigs fucking suck. not because we're afraid some joker will manage to sneak past a titty.

Honestly, I don't see why sig images would be enabled, especially when you have avatars. Although, I think that the avatars should be at a size where you can see them which I think is challenging here, in the land of 64x64.
