Sandman. If you dont want the videos and the headset you can buy it a bit more cheaper. Europe will also get a normal version on DVD. As far as I know it will be the same price as the CD-ROM version.

Nice you mentioned the 40.000 vs 20.000 Europeans complained a lot in the atari forums about that. I think one even went as far as saying that if all european countries got the same number of copies each would get something like 1300 or so.
