Probably was, I usually buy 5 or 6 tag bolts and shoot everybody with them. I love them for their long lasting effect on thieves and gaurds, and because they're so cheap. Tag Bolts are just leet. I don't think friendly tagging is an issue , because 30 gp is enough to have free hands for a melee weapon (yet the flare has a slightly wider radius)
If you spot a thief before he's in objective range , he'll have a hard time getting it...
tag + para is also a nice combo , but only for experienced sharpshooters.
Unlike fire , only diving into water can remove it. So unless the thief is a circlestrafer , he HAS to flee.
