A mut that only allows guards to buy Mace/Sword + Bolts. Thieves would get BJ + (serverside setting, maybe) BH's. Simple, quick and a good way to stop the "Buhu, he firebolted me"-threads. Add to 1.3 please.

The 'standard issue' list you made doesn't sound very fair to me. What about water/vine arrows, and lockpicks? Not a bad idea overall, but the list of items kinda sucks.
